Development of Mobile (Quadruped)/Handheld Device/System for Real-Time Detection of Narcotics and Explosives across Indian Railways.

Description: Background: Indian Railways is one of the largest rail networks in the world, serving millions of passengers daily across thousands of stations, platforms, and train coaches. Ensuring the safety and security of passengers and railway assets is a critical responsibility of the Railway Protection Force (RPF).Drug trafficking through railway networks and threats arising from explosives and Improvised Explosive Devices (IEDs) have emerged as major security concerns. During the year 2025, RPF recovered narcotic substances worth approximately Rs. 300 Crores in more than 2100 instances. However, as per data of Narcotic Control Bureau (NCB), nearly 15-20% of drug trafficking is routed through the railway network. Similarly, recent incidents involving use of high explosives such as RDX on railway tracks highlight the vulnerability of railway infrastructure to hostile activities. At present, Indian Railways does not possess any dedicated mobile quadruped or handheld system for real-time field detection of narcotics and explosives. This severely limits the capability of RPF personnel to conduct rapid, non-intrusive screening at station entry points, platforms, inside train coaches, and during luggage or parcel screening operations. Therefore, there is an urgent requirement for a modern, technology-driven, ruggedised, and easy-to-operate detection system suitable for Indian Railways operational conditions. Description: The proposed problem statement envisages development of an AI-enabled Mobile (Quadruped) Device/System and Handheld Device/System for real-time detection of narcotics and explosives across Indian Railways. The Mobile (Quadruped) Device/System should function as an intelligent robotic surveillance platform capable of operating in hazardous, complex, and GPS-denied environments. The system should support autonomous or semi-autonomous navigation using LiDAR-based mapping, sensor fusion, thermal and optical imaging systems, and real-time video surveillance. It should be capable of operating in dusty, humid, high-temperature, low-light, and uneven railway environments including ballast areas, yards, tunnels, platforms, and coaches. The quadruped system should support underframe inspection of coaches/wagons, yard surveillance, night patrolling, bomb detection assistance, narcotics detection, facial recognition and matching, and inspection of luggage and concealed areas inside train coaches. The system should also support secure wireless communication, onboard data logging, real-time transmission to control centres, obstacle detection and avoidance, fail-safe mechanisms, and long-duration deployment capability. The Handheld Device/System should be lightweight, ruggedised, easy to operate, and deployable by RPF personnel with minimal training. It should support offline and online operation, encrypted data storage, real-time alerts, GPS tagging, automatic event logging, multilingual interface, and integration with centralized monitoring systems. The device should enable non-intrusive screening crowded railway environments and support wireless transmission of alerts and threat information to control rooms or designated supervisors. Both systems should be capable of detecting a broad spectrum of narcotics including heroin, cocaine, methamphetamine, cannabis derivatives, opium derivatives, semi-synthetic and synthetic narcotics, as well as explosives including RDX, TNT, PETN, TATP, C4, dynamite, ammonium nitrate compounds, gunpowder, and pyrotechnics. Expected Solution: A cost-effective, ruggedised, Al-enabled Mobile (Quadruped) Device/System and Handheld Device/System should be developed for real-time detection of narcotics and explosives across Indian Railways. The proposed solution should support rapid, non-intrusive, and real-time detection capability at railway stations, platforms, train coaches, luggage screening points, yards, and other vulnerable railway locations. The system should provide automated alerts through sound, visual indicators, vibration, and centralized monitoring dashboards along with timestamp and GPS-based event logging. The quadruped system should support autonomous patrolling, under-carriage inspection, thermal imaging, facial recognition, bomb detection support, and surveillance operations in hazardous or inaccessible areas. The handheld system should support quick deployment, easy usability, offline data storage, synchronization after network restoration, multilingual operation, and integration with Railway security infrastructure. The overall solution should be operationally sustainable, low-maintenance, scalable for largescale deployment, and suitable for continuous deployment under diverse Indian Railways operational and climatic conditions.

1. Executive Snapshot

Indian Railways handles over 23 million daily passengers across 7,300+ stations [KNOWN]. However, the vast rail network is exploited for illicit drug trafficking—accounting for 15–20% of India's illegal drug movement [PS]—and faces severe security threats from concealed explosives and improvised explosive devices (IEDs) [PS]. In 2025 alone, the Railway Protection Force (RPF) intercepted narcotics worth approximately ₹300 Crores across more than 2,100 instances [PS]. Current security operations lack dedicated mobile quadruped platforms and integrated handheld detection hardware for non-intrusive, real-time field identification of CBRNE/narcotics threats in GPS-denied, crowded, or hazardous environments [PS]. This dossier presents an edge-native, multi-sensor defense ecosystem combining an autonomous/semi-autonomous quadruped surveillance robot with a ruggedized, offline-first handheld dual-mode spectrometer device. Powered by onboard edge AI, sensor fusion (LiDAR, Thermal, Optical, Electronic Nose/IMS), and a cryptographically secure, tamper-proof blockchain evidence log compliant with the Bharatiya Sakshya Adhiniyam (BSA) 2023 [RESEARCHED], this architecture provides real-time alerts and actionable threat intelligence for RPF field commanders.

                                CANDIDATE ARCHITECTURE COMPARISON
+---------------------------------------------------------------------------------------------------+
Approach 1: Teleoperated Quadruped + Basic Handheld (Low Integration)
Approach 2: Cloud-Centric Autonomous Quadruped + IoT Handheld (High Cloud Dependency)
Approach 3: Edge-Native Hybrid System with Offline Multi-Sensor Fusion & Blockchain Logging
+---------------------------------------------------------------------------------------------------+

Approach 1: Teleoperated Quadruped + Standalone Optical Handheld (Low Integration)

  • Mechanism: Quadruped controlled manually via RC joystick with standard RGB camera. Handheld device uses basic optical sensor for simple colorimetric/spectral lookup.

10. Recommended Approach & Why

Approach 3 is selected because it directly satisfies every explicit mandate of PS SIH26026 while respecting the field constraints of Indian Railways.

Key Justifications

  1. Edge Independence: Railway coaches act as Faraday cages that disrupt cellular signals. Placing the AI inference engine (spectral matching and YOLOv8 object/face detection) directly on the onboard NVIDIA Jetson edge compute hardware guarantees sub-second threat detection independent of external network availability [INFERENCE].
  2. Locomotion Superiority: A quadruped form factor equipped with 3D LiDAR SLAM handles high platform steps, loose ballast stone terrain, and narrow coach corridors where wheeled or tracked rovers fail [RESEARCHED].
  3. Dual-Sensor Synergy: Optical Raman/NIR spectroscopy detects bulk concealed substances through packaging, while Ion Mobility / E-Nose gas sensors detect airborne trace micro-vapors of volatile explosives (e.g., TATP, Gunpowder) and narcotics [RESEARCHED].
  4. Legal Chain of Custody: Implementing SHA-256 cryptographic signing and local Hyperledger Fabric / local hash chaining on all detection logs directly addresses the theme ("Blockchain & Cybersecurity") and satisfies Indian legal mandates under BSA 2023 [RESEARCHED].

Detailed Data Flow Narrative

  1. Sensing & Acquisition:
    • The quadruped platform patrols a railway yard or coach corridor. Its 3D LiDAR continuously streams 100,000 points/sec to the ROS2 navigation stack, while its E-Nose micro-pump continuously samples airborne particulate vapors.
    • Simultaneously, an RPF officer presses the nose cone of the handheld device against a suspicious parcel inside a coach.
  2. Onboard Pre-processing & Feature Extraction:
    • Handheld optical spectral readings are normalized, background-subtracted, and passed through a Savitzky-Golay filter to isolate specific chemical absorbance peaks.
    • Quadruped visual frames are fed into a low-light enhancement pipeline before reaching the object/face detection models.
  3. Local AI Inference:
    • The 1D-CNN spectral classification model running on the handheld's local microcontroller or Jetson node compares the sample curve against 150+ pre-compiled reference spectra (RDX, TNT, Heroin, Cocaine, etc.).
    • If correlation exceeds 88%, a POSITIVE THREAT MATCH event is generated in <1.5 seconds.
  4. Multi-Modal Threat Alerting:
    • Handheld triggers instant tactile vibration (haptic motor), flashes RED LEDs, and displays substance identity and confidence percentage on the touchscreen.
    • Quadruped activates its local visual alert beacon and relays the alert packet over BLE/Wi-Fi Mesh to the officer's handheld device.
  5. Cryptographic Evidence Logging & Storage:
    • The event payload (Timestamp, GNSS/Cell-ID, Sensor Spectral Fingerprint, Officer ID, Threat Class) is hashed using SHA-256, cryptographically signed with the device's private key (Ed25519), and written to the local encrypted SQLite database.
  6. Central Synchronization & Dashboard Display:
    • When the devices enter range of a station Wi-Fi access point or 4G/5G signal, queued evidence packets automatically push via MQTT over TLS to the Central RPF Security Dashboard, appending the transaction to the permissioned blockchain ledger.

                                   AI/ML MODEL PIPELINE SUMMARY
+----------------------------------------------------------------------------------------------------+
[Spectra Input] --> [Savitzky-Golay Filter] --> [1D-CNN Model] --> Substance ID + Confidence %
[LiDAR/IMU]     --> [Fast-LIO / Nav2 Stack] --> [Real-time SLAM] --> Autonomous Path Velocity
[RGB Camera]    --> [YOLOv8-Face Model]     --> [ArcFace Embedding]--> Watch-list Match Alert
+----------------------------------------------------------------------------------------------------+

1. Spectral Chemical Identification Model

  • Purpose: Classify unknown chemical absorbance/reflectance curves into target narcotics or explosive categories.
  • Model Type: 1D Convolutional Neural Network (1D-CNN) / Random Forest Classifier ensemble.
  • Input: Vector of 18 to 256 spectral intensity points across UV-Vis-NIR frequencies.
  • Output: Classified substance label (e.g., "TNT", "Heroin", "Clear") + Confidence score (0.00 – 1.00).
  • Data Required: 5,000+ augmented spectral curves across target substances, cutting agents, and ambient background noise.
  • Why AI is Necessary: Standard direct database lookup fails when substances are mixed with cutting agents (e.g., Paracetamol in Heroin) or dirty packaging material.
  • Evaluation Metric: F1-Score (>0.95), Precision for explosives (>0.99 to minimize false negatives).
  • Failure Mode Handling: If confidence is between 50%–80%, alert outputs "Inconclusive - Manual Swab Verification Required".
  • Human Oversight: High-confidence positive matches require physical verification by RPF Bomb Disposal or Forensic Officers before public evacuation.

2. Autonomous Navigation & Obstacle Avoidance

  • Purpose: Enable quadruped to traverse unmapped railway yards and coach interiors autonomously without human intervention.
  • Model Type: Fast-LIO2 (LiDAR-Inertial Odometry) + Costmap2D obstacle avoidance in ROS2 Nav2.
  • Input: 3D Point clouds from Livox Mid-360 LiDAR + 6-axis IMU acceleration/gyroscope data.
  • Output: Continuous motor angular velocity commands (cmd_vel) to quadruped leg actuators.
  • Why AI/Rule Hybrid is Necessary: Pure rules cannot handle dynamic human crowds, moving luggage carts, and uneven ballast stones simultaneously.
  • Failure Mode Handling: If SLAM tracking is lost (e.g., dense smoke), quadruped halts immediately, lowers chassis to safe posture, and broadcasts SOS beacon.

3. Facial Recognition & Watch-list Matching

  • Purpose: Detect and flag known wanted drug peddlers or criminal suspects on railway platforms.
  • Model Type: YOLOv8-Face (Detection) + ArcFace / MobileFaceNet (Feature Extraction & Vector Cosine Similarity).
  • Input: 1080p optical camera video stream from quadruped pan-tilt head.
  • Output: Bounding box + Match Alert with CCTNS record ID.
  • Why AI is Necessary: Manual visual scanning by constables in crowds of 10,000+ passengers is humanly impossible.
  • Failure Mode Handling: All face matches trigger a "Potential Match - Human Verification Required" prompt on the control room screen. No automated arrest actions take place.

Local Database Schema (SQLCipher - Encrypted SQLite)

CREATE TABLE threat_events (

);

Bandwidth Reduction & Sync Strategy

  • Binary Data Encoding: Sensor spectra and telemetry payloads are serialized using Protocol Buffers (Protobuf) rather than heavy JSON, reducing payload size by 75% [INFERENCE].
  • Store-and-Forward Queue: When network connectivity is lost, detection logs are written locally to SQLCipher. An offline sync worker checks for network availability every 15 seconds.
  • Priority Traffic Control: Emergency alerts (e.g., Explosive Detected) take priority queue position over routine telemetry logs, transmitting immediately over low-bandwidth cellular (2G/GPRS) or LoRA backup channels [INFERENCE].

15. Security, Privacy & Governance

Cryptographic Security Matrix

  • Data at Rest: Local SQLite databases on handhelds and quadrupeds are encrypted using SQLCipher with AES-256 keys tied to device TPM (Trusted Platform Module) chips [RESEARCHED].
  • Data in Transit: All device-to-device and device-to-cloud communications use TLS 1.3 encryption with Mutual Certificate Authentication (mTLS) to prevent rogue device injection [RESEARCHED].
  • Evidence Chain of Custody (BSA 2023 Compliance): Every threat alert payload creates a SHA-256 hash derived from: $$\text{Hash} = \text{SHA256}(\text{EventID} + \text{Timestamp} + \text{GPS} + \text{Spectrum} + \text{OfficerID})$$ This hash is signed via Ed25519 using the hardware's private key before being committed to the central Hyperledger Fabric blockchain. Any tampering with stored logs breaks hash verification in court [RESEARCHED].

Governance & Privacy Compliance (DPDP Act 2023)

  • Facial Recognition Privacy: Facial scanning algorithms convert live camera feeds directly into anonymized 512-dimensional vector embeddings in volatile RAM. Raw video frames of non-matching bystanders are discarded instantly without persistent storage to comply with India's Digital Personal Data Protection (DPDP) Act 2023 [RESEARCHED].
  • Zero Autonomous Weaponization: The quadruped platform is strictly designated as a non-lethal, unarmed surveillance and detection system.

  1. Tailored for Ballast & Coach Locomotion: Unlike generic entry teams presenting 4-wheeled rovers that get stuck in track ballast stones, our quadruped design specifically navigates railway ballast, steep coach steps, and tight 600mm aisles [RESEARCHED].
  2. Multi-Modal Sensing (Bulk + Trace Vapour): Generic entries rely solely on cameras or single optical sensors. Our system integrates optical spectroscopy for concealed bulk solids with gas PID sniffing for trace airborne vapors [INFERENCE].
  3. BSA 2023 Forensic Legal Admissibility: Tying the system directly to Section 63 of Bharatiya Sakshya Adhiniyam 2023 using cryptographic SHA-256/Ed25519 hash-chaining guarantees that electronic evidence generated by field constables is legally admissible in court [RESEARCHED].

23. Future Scope

  1. Explosive Neutralization Robotic Arm Integration: Equipping the heavy-duty quadruped platform with a 6-DOF robotic manipulator arm for remote retrieval and containment of identified explosive parcels without exposing personnel [INFERENCE].
  2. Drone Swarm Mesh Tethering: Integrating tethered aerial micro-drones onto the quadruped backplate to fly inside high train roofs, over station canopies, and inspect overhead catenary power lines [INFERENCE].
  3. Hyperspectral Imaging Payload: Upgrading optical payloads to real-time video hyperspectral cameras for continuous wide-area luggage scanning on conveyor belts [INFERENCE].

  • Edge Compute / Robotics: NVIDIA Jetson Orin Nano, ROS2 Humble, Fast-LIO2 SLAM, Nav2.
  • AI Models: PyTorch 1D-CNN (Spectral Matching), YOLOv8-Face (Platform Vision).
  • Database & Security: SQLite (SQLCipher AES-256), Ed25519 Signatures, Hyperledger Fabric Hash Chain.
  • Dashboard & Mobile: React Native (Handheld App), React.js + Node.js + Leaflet Maps (Central Command).

Biggest Dependency

Access to comprehensive chemical spectral reference data across target substances and legal proxy compounds for model training [INFERENCE].

Biggest Risk

Spectral measurement interference caused by dark, thick, or dirty outer container packaging [RESEARCHED].

Biggest Technical Challenge

Achieving real-time multi-sensor fusion (LiDAR point clouds + E-Nose gas data + thermal video) on low-power edge hardware in GPS-denied environments [INFERENCE].

First 5 Actions

  1. Procure the ESP32-S3, AS7265x multi-spectral sensor breakout, and PID/gas sensor array.
  2. Collect baseline spectral readings for 10 legal chemical proxy compounds using the AS7265x sensor.
  3. Set up the ROS2 Humble development environment and import an open-source quadruped robot URDF model into Gazebo.
  4. Write the C++ firmware for ESP32-S3 to read spectral data, perform local FFT/filtering, and output results to the 3.5" display.
  5. Develop the offline SQLCipher database schema and cryptographic SHA-256/Ed25519 signing utility.

Validation Before Coding

Verify that the AS7265x multi-spectral sensor can consistently differentiate between Table Salt, Paracetamol, and Potassium Nitrate Fertilizer proxies with >90% accuracy under varied ambient room lighting [ASSUMPTION].

Buildability Score /100

88/100 (High feasibility for a 4–6 student team using ROS2 simulation for quadruped robotics alongside a fully working, physical 3D-printed handheld prototype) [INFERENCE].

Confidence
