Kabadiwala Connect – Bringing the Informal Collector into the Formal Recycling Chain

Description: Background: The overwhelming majority of India’s end-of-life electronics is collected through informal scrap dealers, waste-pickers, and local aggregators due to their extensive last-mile reach and low collection costs. However, these informal collectors remain largely outside the formal recycling ecosystem. The E-Waste (Management) Rules, 2022 established a formal Extended Producer Responsibility (EPR) framework involving authorized recyclers, but there is currently limited access for informal collectors to participate in this formal recycling chain. As a result, material collected by informal aggregators may undergo unsafe backyard processing such as open-air cable burning, acid leaching of printed circuit boards, and manual desoldering without proper extraction facilities. While materials such as copper and small quantities of gold may be recovered, valuable materials including lithium, cobalt, neodymium, tantalum, gallium, and indium may be lost. These practices also expose workers to significant health and safety risks. The fundamental gap is not only technological but also informational and institutional. Informal collectors may not know the prevailing fair price of materials, which nearby recyclers are authorized, how to complete a compliant material handover, or how to obtain a documented record of the transaction. Consequently, there is limited incentive for collectors to prefer the formal recycling route Problem: Design and develop a vernacular, low-literacy, offline-tolerant mobile platform that enables informal scrap collectors to discover fair prices, connect directly with authorized recyclers, complete a documented and traceable handover of collected materials, and receive payment. The platform should make the formal recycling channel an economically attractive and convenient option for informal collectors rather than creating an additional compliance burden The platform should: • Allow collectors to photograph, categorize, and create digital lots of collected materials such as CRTs, LCD panels, PCBs, cables, batteries, motors and magnet-bearing assemblies, and mixed plastics, enter approximate weight, and receive an instant value estimate. • Provide a price discovery and historical price dataset containing material category, sub-category,location, date, prevailing buying price, unit of measurement, approximate market range, and recycler/aggregator offered price. The system should use this dataset to provide transparent and current price information to collectors and identify basic price trends. • Maintain a material and transaction dataset containing lot/reference ID, material category, material description, photograph/image reference, approximate weight, estimated value, quoted price, final sale value, date and time of collection, collection location, recycler details, and transaction status. This dataset should enable traceability of material from collection to authorized recycling. • Maintain an authorized recycler/aggregator dataset containing recycler/aggregator name, facility location, materials accepted, authorization/registration details, authorization status, contact details, offered rates, pickup availability, and service area. The platform should use this information to identify and rank suitable authorized recyclers for a collector's lot. • Use the collected material image, category, weight, location, historical price, and transaction data to support AI/ML-based features such as material classification, approximate valuation, recycler matching, and identification of abnormal or inconsistent transaction values, wherever sufficient training data is available. • Provide current buying rates for different material categories and locations through a simple price board, including spoken price information and basic price trends. • Match collected lots with nearby authorized recyclers or aggregators based on location, material category, offered rate, pickup availability, and authorization status. • Generate a digital and verifiable handover/transfer record containing photographs, weight, timestamp, GPS/location details, and a unique reference that can be confirmed by the recycler. • Maintain an easy-to-understand earnings ledger showing transactions, payments, and pending dues, thereby building a usable financial and transaction history for collectors. • Provide pictorial and/or audio-based safety guidance on hazardous practices, including improper burning or opening of materials and safe handling of batteries and CRTs. • Support Marathi and Hindi at a minimum and provide a genuinely usable interface for users with limited literacy. • Operate in low-connectivity environments through an offline-first architecture, allowing core activities to be completed offline and synchronized when connectivity becomes available. • Support entry-level Android devices with a small application size and low memory requirements. Allow cash-based transactions while keeping digital payment optional and not making it a prerequisite for using the platform. Dataset Requirements: The solution should be designed to create and utilize structured datasets generated through field operations and platform transactions. The minimum dataset should cover the following: • Material Dataset: Material category, sub-category, material description, image, approximate weight, condition, source type, and estimated value. • Price Dataset: Material category, location, date/time, buying price, selling/quoted price, unit, recycler/aggregator, and historical price information. • Recycler Dataset: Recycler/facility name, location, materials accepted, authorization status/details,contact information, offered rate, pickup availability, and service area. • Transaction Dataset: Unique lot ID, collector ID, material category, quantity/weight, quoted price, final price, recycler ID, collection location, handover location, date/time, payment status, and transaction status. • Traceability Dataset: Lot ID, photographs, weight, timestamp, GPS/location, handover reference number, recycler confirmation, and subsequent transaction status. • Collector Dataset: A minimal profile containing collector ID, preferred language, general operating location, transaction history, and earnings history. The system should avoid collecting unnecessary personal information. • AI/ML Training Dataset: Where AI/ML functionality is proposed, teams should develop or use appropriately sourced datasets containing material images, material categories, weights, prices, locations, and transaction records for model training and validation. Teams should clearly identify the source, quality, size, and limitations of such datasets. • The dataset should support data cleaning, validation, anonymization where required, historical analysis, price prediction, material classification, recycler recommendation, and transaction-level traceability. • Teams should demonstrate how the dataset is generated, stored, validated, updated, and used by the application rather than treating the dataset as a static database. Expected Outcome: The proposed solution should create a simple digital bridge between informal collectors and the formal recycling ecosystem, improving price transparency, enabling traceable material handovers, connecting collectors with authorized recyclers, promoting safer handling practices, and encouraging greater participation in the formal recycling chain. The solution should include a working mobile application, recycler-side interface, structured datasets for materials, prices, recyclers and transactions, field research involving at least two working scrap collectors or aggregators, and a live usability demonstration. Teams should also provide a short unit-economics assessment comparing the collector's existing earnings with the potential earnings through the proposed platform and explaining how the platform can sustain its operations.

1. Executive Snapshot

This research and design dossier presents an end-to-end technical, operational, and architectural strategy for SIH26229: Kabadiwala Connect – Bringing the Informal Collector into the Formal Recycling Chain. India’s informal waste ecosystem collects over 80%–90% of the country’s post-consumer electrical and electronic waste (e-waste) [KNOWN]. However, because informal scrap pickers (kabadiwalas) lack direct access to authorized recyclers, transparent price discovery, and digital handover tools, massive quantities of high-value e-waste undergo hazardous backyard processing (acid leaching, open cable burning, manual CRT smashing) [PS]. This practice leads to the irreversible loss of critical raw materials—such as lithium, cobalt, neodymium, tantalum, gallium, and indium—while exposing workers to severe occupational health risks [PS].

To bridge this institutional and technological gap, we propose an offline-first, vernacular, voice-guided mobile platform for Android devices paired with a cloud-based web application for CPCB-authorized recyclers. The system empowers low-literacy collectors to capture material photos, obtain instant AI-assisted component classification and fair market valuations, discover nearby authorized recyclers, generate verifiable digital handover receipts with GPS and timestamp tracking, and maintain a clear visual/audio earnings ledger [PS].

5. Constraints & Environment Realities

  • Connectivity Constraints: Scrap yards, urban slums, and aggregator godowns frequently suffer from dead zones or degraded 2G/3G connections [KNOWN]. Design Mandate: The app must function seamlessly offline for 100% of collection tasks, deferring network requests to a background sync queue [PS].

Design Mandate: Total APK download size must remain below 25 MB, and RAM consumption during active camera scanning must not exceed 150 MB [PS, INFERENCE].
  • User Literacy & Language: Literacy rates among informal waste pickers are low; many cannot fluently read complex written text even in their native script [KNOWN]. Design Mandate: UI must prioritize large touch targets ($\ge$48dp), universal color coding (Green = Cash In, Red = Hazard), high-contrast visual icons, and single-tap audio narration in Marathi and Hindi [PS].
  • Operating Conditions & Environment: Field usage occurs in dusty, brightly lit outdoor scrap markets or dimly lit indoors [KNOWN]. Design Mandate: High-contrast color palette, readable under harsh sunlight, with large camera preview reticles [INFERENCE].
  • Financial Behavior & Cash Reliance: Over 85% of informal scrap transactions are settled in physical cash to provide immediate liquidity for daily living expenses [KNOWN, INFERENCE]. Design Mandate: The app must not mandate bank account linking or digital payments; cash-based handovers must be first-class citizens in the system [PS].

| • Low Device Storage Footprint | • Sub-25MB APK, Low Latency | • Zero Image Scan / Vision AI |
+----------------------------------+-----------------------------------+----------------------------------+
Evaluation Dimension Approach 1: Pure Cloud PWA Approach 2: Hybrid Edge-AI Native Mobile App (RECOMMENDED) Approach 3: SMS/USSD + Web Gateway
Mechanism Progressive Web App sending photos to cloud server for ML classification and pricing. React Native Android app with embedded YOLOv8-Nano TFLite model, WatermelonDB SQLite, and offline audio engine. Feature phone SMS/USSD menu for price queries; web portal for recyclers.
Problem Fit Poor fit for field pickers in low-connectivity scrap yards. Exceptional fit; designed specifically for offline, low-literacy Android field usage. Partial fit; accessible on basic phones but cannot support image camera scanning or visual guidance.
Accuracy Potential High (Server can run heavy vision models). High ($>85%$ mAP@50 using quantized YOLOv8-Nano model) [3.3, 3.13]. N/A (No vision capabilities).
Data Requirements Continuous 4G/5G mobile data connection required for every camera scan. Zero internet required for scanning and valuation; periodic background delta sync when online. Low cellular SMS/USSD bandwidth.
Complexity Low client complexity, high cloud backend dependency. Balanced; requires client-side SQLite database and embedded AI runtime. Low client complexity, high telecom gateway complexity.
Explainability High (Cloud logs all requests). High (On-device rule engine outputs transparent price formula: $Weight \times Base Rate$). High (Static text output).
Cost High cloud inference bandwidth costs ($₹/request$). Minimal server cost (Inference happens on user's smartphone processor). High SMS/USSD telecom gateway subscription costs.
Scalability Bottlenecked by cloud API throughput during peak hours. Highly scalable (Distributed client computing). Scalable within telecom limits.
Hackathon Feasibility High (Easy web build). High (Can be built and demonstrated on physical Android hardware within hackathon window). Medium (Requires SMS gateway sandbox).
Production Feasibility Poor (Fails in rural/low-network scrap markets). Production-Ready (Resilient to spotty internet; standard Android deployment). Poor (User experience is cumbersome and text-heavy for low-literacy users).

10. Recommended Approach & Why

Selected Strategy: Approach 2 – Hybrid Edge-AI Native Mobile Application with Offline-First Relational Data Engine.

Rationale for Selection

  1. Field Constraints Realism: Informal waste collection happens in environments with unreliable cellular connectivity (scrap yards, basement godowns, rural transit) [KNOWN]. Approach 2 guarantees that camera scanning, lot creation, price estimation, audio safety playback, and local ledger updates work 100% offline [PS].
  2. Zero Cloud Cost per Scan: By deploying an INT8-quantized YOLOv8-Nano model directly on the Android device via TensorFlow Lite / ONNX Runtime, inference takes under 15ms on Snapdragon processors with zero cloud API costs [3.3].
  3. Low-Literacy Optimization: A native mobile application allows direct access to native Text-to-Speech (TTS) hardware, high-performance camera reticles, and tactile audio feedback impossible to render smoothly over web or SMS [INFERENCE].

Why Alternatives Were Rejected

  • Rejection of Approach 1 (Cloud PWA): Cloud-dependent image uploading fails completely in network dead zones, causing long loading spinners that erode user trust among low-literacy collectors [KNOWN, INFERENCE].
  • Rejection of Approach 3 (SMS/USSD): SMS/USSD cannot process camera photos of e-waste components, missing explicit Requirement A ("photograph, categorize, and create digital lots") [PS].

End-to-End Data Flow Narrative

  1. Lot Creation & Scanning (Client Edge):
    • The collector opens the app in an offline scrap yard.
    • They point the camera at a pile of e-waste (e.g., printed circuit boards).
    • The embedded ONNX/TFLite YOLOv8-Nano model runs frame inference in $\sim 12$ms, placing a bounding box around the component and tagging it as PCB_CLASS_A with $92%$ confidence [3.3, 3.10].
    • The collector enters approximate weight ($5.5$ kg) using a large visual slider.
  2. Instant Offline Valuation & Guidance:
    • The local WatermelonDB SQLite database looks up the cached buying rate for PCB_CLASS_A in the collector's region ($₹280$/kg) [INFERENCE].
    • The local valuation engine calculates estimated range: $5.5 \times 280 = ₹1,540$ (Range: $₹1,450 - ₹1,600$).
    • The app triggers an audio clip in Marathi/Hindi: "High-grade circuit board detected. Estimated value: 1,540 Rupees. Do not burn wires or submerge in acid." [PS].
  3. Local Persistence & Handover Generation:
    • The transaction is saved locally to WatermelonDB with state DRAFT_LOT_CREATED.
    • The app renders an offline QR code containing a JSON payload signed with a local device key: {"lot_id": "UUID-8841", "cat": "PCB", "wt": 5.5, "val": 1540, "ts": 1725530000, "lat": 18.5204, "lon": 73.8567} [INFERENCE].
  4. Recycler Handover & Scanning:
    • The collector arrives at an authorized recycler facility.
    • The recycler scans the collector’s offline QR code using their web dashboard or mobile scanner.
    • The recycler verifies the weight on their physical weighbridge, inputs final agreed price ($₹1,550$), selects payment mode (CASH), and clicks "Confirm Receipt".
  5. Synchronization & CPCB Traceability:
    • When the recycler's device connects to the internet, the transaction payload is pushed to the Fastify API Gateway.
    • The server's Anomaly Detection Engine (Isolation Forest) validates that $5.5$ kg PCB at $₹1,550$ is within 2 standard deviations of regional market norms [INFERENCE].
    • PostgreSQL updates the status to COMPLETED_HANDOVER and generates a verifiable CPCB EPR audit log containing SHA-256 hash of the complete lot trajectory [1.2, INFERENCE].
    • When the collector's phone later gains signal, WatermelonDB receives the server confirmation, marking the earnings ledger entry as SETTLED.

12. Technology Stack

Layer Selected Technology Why It Fits Alternative Considered Why Alternative Was Rejected
Mobile Frontend React Native (Expo Workflow) Cross-platform, rapid UI development, native module support, excellent WatermelonDB binding [2.10]. Native Android (Kotlin) Slower multi-platform iteration during 6-week hackathon timeline [INFERENCE].
Local Database WatermelonDB (SQLite Adapter) Reactive, asynchronous SQLite wrapper optimized for 100k+ records, built-in bi-directional delta sync [2.3, 2.6]. Realm / AsyncStorage AsyncStorage lacks query indexing and relational support; Realm has large binary footprint [2.3, 2.5].
Edge AI Vision ONNX Runtime Mobile / TFLite Lightweight execution runtime ($\sim 3$ MB) for INT8 quantized YOLOv8-Nano models [3.1, 3.10]. PyTorch Mobile PyTorch Mobile runtime is significantly larger ($>30$ MB), violating APK size limits [3.1, INFERENCE].
Recycler Portal Next.js 14 (App Router) + Tailwind Fast server-side rendering, responsive map integration, audit-ready dashboard layout. React SPA (Vite) Next.js offers better SEO, server actions, and integrated API routing [INFERENCE].
Backend API Service Node.js (TypeScript) + Fastify High throughput, low overhead JSON parsing, strict TypeScript type safety for data models. Express.js Fastify is $2 \times$ faster than Express with built-in JSON schema validation [INFERENCE].
Spatial Database PostgreSQL 16 + PostGIS Enterprise-grade spatial indexing (ST_DWithin, ST_Distance) for recycler geographic matching. MongoDB PostGIS offers superior, precise geospatial query performance compared to Mongo's 2D indexes [INFERENCE].
Cache & Queue Redis 7.0 + BullMQ Fast in-memory price caching and async background processing for EPR log generation. RabbitMQ Redis handles both key-value caching and job queueing in a single lightweight service [INFERENCE].
Speech Processing AI4Bharat Bhashini API + Android TTS Purpose-built open-source speech models for Indian languages (Marathi, Hindi). Commercial Cloud TTS Higher costs and poor dialect handling for regional Indian waste terminology [INFERENCE].
Cloud Storage MinIO (Dev) / AWS S3 (Prod) S3-compliant object storage for compressed e-waste lot photographs. Local Server Disk S3 provides scalable, durable asset hosting with presigned upload URLs [INFERENCE].

13. AI/ML Justification

1. On-Device Material Classification Model

  • Purpose: Automatically identify e-waste material category from camera snapshot [PS].
  • Model Type: Quantized YOLOv8-Nano Object Detection / Classification (INT8) [3.3].
  • Input: Live camera frame / JPEG image tensor ($640 \times 640 \times 3$) [3.3].
  • Output: Bounding box coordinates, class label (CRT, LCD, PCB_Class_A, PCB_Class_B, Cable, Li_Battery, Motor_Magnet, Plastic), confidence score [3.2].
  • Data Required: 2,500+ annotated e-waste images from open datasets (Roboflow, Kaggle) [1.1, 1.2].
  • Why AI is Preferable: Low-literacy collectors cannot accurately distinguish PCB grades or CRT vs LCD panel compositions by text lists [INFERENCE].
  • Evaluation Metric: mean Average Precision (mAP@50) $\ge 85%$, inference latency $<20$ms [3.3].
  • Failure Mode: If confidence $<60%$, system prompts visual fallback selection with large icon cards [INFERENCE].
  • Human Oversight: Recycler confirms/adjusts category during physical handover [PS].

2. Price Estimation & Dynamic Trend Engine

  • Purpose: Compute fair market price range based on material sub-category, weight, region, and historical trend [PS].
  • Model Type: LightGBM Regressor / Quantile Regression Model.
  • Input: Material class, weight (kg), location geo-hash, historical time-series price index.
  • Output: Estimated value range ($90%$ confidence interval in INR).
  • Data Required: Historical transaction prices, regional scrap market feeds.
  • Why AI is Preferable: Captures non-linear price fluctuations driven by global metal commodities (copper, lithium, gold) [INFERENCE].
  • Evaluation Metric: Mean Absolute Percentage Error (MAPE) $<8%$.
  • Failure Mode: Falls back to static CPCB/Regional baseline rate matrix ($₹/kg$) cached in SQLite [INFERENCE].
  • Human Oversight: Collector and recycler can negotiate final sale price within transparent market bounds [PS].

3. Transaction Anomaly & Fraud Detection Engine

  • Purpose: Detect fake transactions, unrealistic weights, or price inflation attempts [PS].
  • Model Type: Isolation Forest / Unsupervised Autoencoder.
  • Input: Lot weight, estimated value, quoted price, collector transaction history, GPS distance.
  • Output: Anomaly Risk Score ($0.0$ to $1.0$).
  • Data Required: Platform historical transaction logs.
  • Why AI is Preferable: Identifies sophisticated fraud patterns (e.g., collusion between collector and fake recycler) across multidimensional variables [INFERENCE].
  • Evaluation Metric: Receiver Operating Characteristic - Area Under Curve (ROC-AUC) $\ge 0.92$.
  • Failure Mode: High-risk lots flagged for manual admin audit without blocking immediate cash trade [INFERENCE].
  • Human Oversight: System administrator reviews flagged anomalies before issuing official EPR compliance certificates [INFERENCE].

Where AI Should NOT Be Used

  • Ledger Calculations & Balances: Must use deterministic double-entry accounting code [INFERENCE].
  • Digital Handover Verification: Must use cryptographic signature / hash comparison [INFERENCE].
  • Recycler Registration Status Check: Must be a deterministic database boolean check (is_cpcb_authorized == true) [INFERENCE].

14. Data Architecture & Offline/Low-Network Design

Bi-Directional Delta Synchronization Protocol

The app utilizes WatermelonDB's native synchronization protocol to ensure zero data loss during network dropouts [2.4, 2.13]:

   +----------------------------+ +----------------------------------+

Bandwidth & Memory Optimization Strategy

  • Image Compression: Photos captured in the app are auto-compressed on-device to WebP format ($800 \times 600$ resolution, $<80$ KB file size) before sync [INFERENCE].
  • Batch Push: Pending local transactions are bundled into a single compressed JSON payload sent via POST /api/v1/sync/push [2.13].
  • Audio Asset Bundling: All core Marathi and Hindi safety audio files are stored in the local APK bundle, eliminating audio streaming network overhead [INFERENCE].

15. Security, Privacy & Governance

  • Minimization of Personal Data: In compliance with the explicit problem statement and India's Digital Personal Data Protection (DPDP) Act 2023, the system collects only essential collector metadata (phone number for OTP login, preferred language, and general operating district) [PS, KNOWN]. No Aadhaar numbers or home addresses are collected from informal pickers [PS].
  • Location Data Privacy: GPS coordinates are captured only during active lot creation and physical handover confirmation [PS]. Location is obfuscated using geo-hashing (fuzzy radius of $1.5$ km) when broadcasting available lots to nearby recyclers to protect collector privacy [INFERENCE].
  • Authentication & Access Control:
    • Collectors: Passwordless OTP authentication via SMS + 4-digit offline PIN fallback [INFERENCE].
    • Recyclers: Strict Role-Based Access Control (RBAC) requiring verified CPCB EPR registration certificates before posting rates or receiving lots [1.2, INFERENCE].
  • Data Encryption & Integrity: All client-server communication uses TLS 1.3 encryption [KNOWN]. Local SQLite databases on Android devices are encrypted using SQLCipher [INFERENCE]. Transaction receipts contain SHA-256 HMAC signatures to prevent tamper fraud [INFERENCE].
  • Regulatory & Safety Disclaimer: The application explicitly notes that AI price estimations are market indicators and that physical validation occurs during handover [PS, INFERENCE].
